[팩트인뉴스= Dongsu Kim] Hong Kong is set to present a controversial bill on Wednesday to lawmakers that endorse imprisonment of up to three years for anyone who will disrespect the Chinese national anthem, a move critics perceive as intensifying fears over freedom of expression in the city.

Reuters reported Chinese authorities pursued to instill fervent patriotism in the former British colony during a time of great tension between democracy activists and forces devoted to Beijing, with some in Hong Kong even championing independence from the mainland.

Aside from jail time, the legislation would impose a maximum fine of HK$50,000 ($6,373) for those who will publicly and intentionally mock the anthem, the "March of the Volunteers." The measurement also extends to schoolchildren, which includes those from international schools, who will be legally mandated to learn the anthem.

Expressing contempt by booing the anthem during soccer matches in Chinese-ruled territory has become a form of political protest over the last few years. Young people seize this form of protest as they show their frustration at China's perceived creeping influence.

The proposal is expected to easily pass when it comes to a vote, possibly before summer, since the opposition does not occupy enough seats to hamper routine legislation.

Hong Kong has already made the desecration of national flags and emblems illegal, imposing three years of imprisonment for violators.

Demands for independence are a red line for China's Communist Party leaders, who see Hong Kong as an absolute part of the country. However, many young people in Hong Kong have become more frustrated by what they perceive as the mainland's infiltration of the city's culture and autonomy. Some of them are advocating "localism" or a Hong Kong identity instead of a Chinese one.

Hong Kong returned to Chinese influence in 1997 under the so-called  “one country, two systems” formula, which promises the global financial hub a high degree of self-rule, including freedom of expression.

홍콩, 중국 조롱하면 징역살이 법안 개안하나?

[팩트인뉴스= 김동수 기자] 홍콩이 중국을 무시하는 모든 사람을 위해 3년 이하의 징역형을 승인하는 국회의원들에게 논란이 되는 법안을 제출할 예정이다. 비판론자들은 홍콩에서 표현의 자유에 대한 두려움을 증폭시키고 있다고 인식하고 있다.

로이터 통신은 중국 당국이 민주화 운동가들과 베이징에 헌신하는 세력들 사이에 긴장의 시기에 전 영국 식민지에 열렬한 애국심을 심어주기 위해 노력했다고 보도했다. 홍콩 일부는 본토로부터의 독립을 옹호하기도 했다.

수감 중인 사람을 제외하고, 이 법안은 공개적으로 그리고 의도적으로 국가를 조롱할 사람들에게 최대 5만 달러의 벌금을 부과할 것이다. 또한, 국제 학교 출신 학생들을 포함한 학생들로 확대되는데, 이들은 애국가를 법적으로 의무화하게 될 것이다.

지난 몇 년간 중국에서 열린 축구 경기에서 애국가를 야유하며 경멸을 표현하는 것은 일종의 정치적 저항이 되었다.

이 제안은 야당이 일상적인 입법을 방해할 만큼 충분한 의석을 차지하지 못하기 때문에 아마도 이 법안은 쉽게 통과될 것으로 예상한다.

홍콩을 절대 국가로 보는 중국 공산당 지도부의 독립 요구는 빨간 선 그 자체이다. 그러나 홍콩의 많은 젊은이는 본토의 도시 문화와 자치권에 대한 침투로 인식하는 것에 더욱 좌절하게 되었다. 이들 중 일부는 중국식 대신 ‘지역주의’나 홍콩식 정체성을 표방하고 있다.

홍콩은 1997년 세계 금융허브에 표현의 자유 등 고도의 자치를 약속하는 이른바 ‘1국 2체제’ 공식에 따라 중국 영향권에 복귀했다.
